Russian Minister of Emergency Situations Vladimir Puchkov sent a letter to the Government of Montenegro on the Aluminium Plant Podgorica KAP.
Although the letter was written in accordance with the best practices of diplomacy , under the auspices of searching for information , in between the lines , can be interpreted as a form of pressure to protect its investors and the public.
The Puchkov´s letter calls on the Government to address the resolution of the situation in the Combine , but also mentions the possibility of arbitration . The letter was sent by the Intergovernmental Russian-Montenegrin Committee for Trade , Economic, Scientific and Technical Cooperation , and Puchkov is co-chair on behalf of their country .

Puchkov´a letter notes that Russian investor En + Group in Podgorica Aluminum invested 200 million euros in and that the bankruptcy would have negative consequences for employees, but also the entire economy of Montenegro.
He recalls that the En + Group restructuring plan previously offered as a way to preserve the factory and work.
” However , the Government has introduced the process of bankruptcy and KAP ” Puchkov said in the letter.
On such “pressure ” is characterized by the fact that the authorities have arrested CFO KAP Demetrius Potroubatch for illegal downloading of European electricity interconnection.
Bankruptcy is introduced in KAP on 8th July , for a debt of 386 million euros , with the possibility of submitting a plan of reorganization for a period of three months. The introduction of bankruptcy in KAP proposed government for nearly 25 million of guarantees issued to the factory , which last year were paid to Deutsche Bank .
