Short-Term Consultant to Support the Work of the SCC

Engagement Period: May 3rd 2023 – December 31st (full-time engagement, 20 days a month)

Location: Podgorica, Montenegro

Background and Objectives

The Secretariat to the Competitiveness Council (the SCC) was established in February 2019, by signing of the Memorandum of Understanding between the Government of Montenegro and the European Bank for Reconstruction and Development (EBRD). The overall goal is to contribute to the improvement of public-private dialogue, strengthening competitiveness and creating preconditions for improving the business environment in Montenegro, primarily through the efficient work of the Government’s Competitiveness Council (the Council). Since its inception, the EBRD-supported SCC has facilitated policy dialogue and regular consultations between governmental institutions in charge of the reforms implementation and the private sector. The SCC’s core role is to serve as the Secretariat to the Council, enhancing the relationship between the Government and the business community and providing professional economic and legal analyses and advice to support the work and ensure the impact of the Council. In addition, the SCC regularly contributes to advocating and enabling economic reforms through direct engagement in law improvement and enforcement, promoting inclusive investment climate and building capacities of public administration.

Knowledge, skills, experience and qualifications:

  • Social Sciences Faculty degree, preferably law or economy;
  • At least 2 years of relevant work experience;
  • Good understanding of public administration, business environment in Montenegro, public-private dialogue and mandate of the SCC;
  • Ability to interface effectively with the government and private sector;
  • Strong communication and advocacy skills;
  • Strong organisational, teamwork and interpersonal skills;
  • Ability to prioritise and work under the pressure of deadlines.
  • Fluent Montenegrin and English, with excellent written and oral communication skills.

Accountabilities and responsibilities:

  • Prepare Agenda and materials for Competitiveness Council sessions;
  • Maintain correspondence with SCC’s stakeholders to enable smooth realisation of Secretariat’s activities;
  • Draft regular reports on the achievements and activities of the CC and SCC;
  • Under the supervision of the Head of Secretariat, coordinate and support the specific working groups established to follow up and provide inputs to the Council’s discussions.
  • Under the supervision of the Head of Secretariat, participate and engage in workshops, where appropriate, on investment climate and other areas where the SCC is engaged;
  • Prepare updates on all new approved primary and secondary legislation pieces relevant to the scope of the Secretariat’s work;
  • Contribute to developing SCC’s policy recommendations and communicating them to the stakeholders;
  • Assist in organising events such as round tables, seminars and other events related to the improvement of the investment climate in Montenegro;
  • Contribute to drafting news bulletins, press releases and other relevant pieces of the Secretariat to be published on the SCC social networks;
  • Perform any other tasks instructed by the Head of Secretariat related to the delivery of the Secretariat’s objectives.
