Montenegro has no general collective agreement

Montenegrin employers for exactly a year are exempt from many obligations to workers because the General Collective Agreement (GCA)is not yet adopted , so, except in sectors where it is required by collective agreement they do not even have to pay to workers overtime .

GCA,as  the most important document after the Labor Law, which should address the multiple relationships between employers and employees has not  been signed over the past year because one of the social partners’ of Trade Unions of Montenegro (SSCG) does not accept the text they have previously made consent.

Since April, sinc on  the session of  Social Council unanimous agreement of the social partners was reached, including representatives of the Trade Union in the body, the workers’ association subsequently withdrew consent, Employers, Government and the Union of Free Trade Unions openly say who is to blame for the state of workers .
